Introduction of Penalty Points: For Mentality Change

Motorists, remember this acronym: SPP. It denotes the penalty points system, voted last year to the National Assembly.
In the wake of the entry into force of the SPP, each driver must have a Driving Licence Counterpart (DLC), a document must be attached to the license. For the DLC, the driver must bring their identity card or birth certificate (A4), for his license and proof of residential address.
With the entry into force of the SPP, the current license of motorists and the DLC constitute the entire license. The DLC is a document which will be included penalty points for offenses committed by the driver. The date of the offense, the amount of the violation, the period of disqualification, the expiry date of the penalty points and the code for each offense will be registered there. Any driver who has not in his possession a driver's license and DLC commit a crime.
The objective of the system of penalty points is to get the driver to change behavior. He will not see her earn points on DLC. The authorities hope that this will discourage repeat offenders. The introduction of PPS in 20 of the 27 countries of the European Union has been very successful since there been a drastic reduction in the number of road accidents. Existing measures are not enough, as evidenced by the number of accidents on our roads.
It starts with zero points. The first offense will bring traffic to your DLC items, the number depending on the seriousness of the offense committed is determined by a judge. When a driver has accumulated 15 points, his license will be taken away for a period of at least six months. If the driver holds a provisional license, the withdrawal will be effective from the time he reaches 10 points. Each point is still valid for a period of three years.
If the offending person again reaching the maximum threshold of points, his license will be simply removed. To regain his license, it will repeat the tests.
One that will be taken in contravention to have rolled under the influence of alcohol will not be penalized by points but by a more severe penalty. If a driver is admitted to a clinic after committing an accident, the police will always take the alcohol level in his blood. The fine is being imposed for any offense will be maintained. For any offense committed under the SPP, the driver will serve a Fixed Penalty Notice (FPN) and will have a maximum of 21 days to pay the fine in the case of a court.
Upon payment, the penalty points will be entered into the file. He will be punished in the number of points lower for the offense. If he has committed more than one offense, he will bail the number of penalty points for the lowest the most serious offense.
If the driver objects, it may take legal action. If the violation is confirmed, the judge will impose the number of penalty points maximum.
The introduction of the SPP should have an impact on all public transport services and private. For example, parents who hire a van to transport their children to school and back home will be more secure in terms of road safety.
The same rule applies to the driver who flashed. A Photographic Enforcement Device Notice (SARP) will be served by the police within 14 days. It will have 21 days to pay the fine and penalty points scoop. What happens if the car flashed was not conducted by the owner at the time of the flash? It will have 14 days to return to the police SARP and reveal the identity of the driver that day. In case of false declaration, the owner will be liable to a fine not exceeding Rs 10,000 and imprisonment not exceeding three months.
If we were more modern?
Some motorists wonder if the authorities could not be more modern in terms of driving tests and licensing system points. It is a question of annexing the Counterpart Driving Licence with the permit to drive. In practice, this is not convenient, as the size of the DLC like A4 paper. In addition, it is required not bend!

On the other hand, the distribution of DLC is very poorly organized. A motorist said he had to wait more than two hours in the rain in Curepipe before getting his DLC. "This is when you come to the police station that fits your data on the computer. All this takes a lot of time. It would have been faster with a better plan, "said another motorist.
Is understandable. The time that all the information on each driver holding a license are already available to the authorities, the biggest advantage of the work should be done in advance. This would also avoid the driver who took a leave of one hour of work to spend hours at the police station before getting the DLC.
Distribution of DLC
Distribution Driving Licence Counterpart began January 21, in twenty police stations across Mauritius and Rodrigues in two. It will run until March 21, daily between 9:00 and 19 o'clock.
From January 21 to 28, are the drivers whose family name starts with the letter A or B who are called to collect their DLC. For names starting with C and D, the distribution will take place from January 29 to February 5. Those whose family name starts with E, F, G, H, I, J or K should go take their DLC between 6 and 17 February. L and M: 18 to 25 February. N, O, P, Q and R: between February 26 and March 7.
Finally, for those whose family name starts with S, T, U, V, W, X, Y and Z, it will be between 8 and 21 March.Distribution of DLC will be at police stations following locations: Piton, Trou-aux-Biches, Terre-Rouge, Plaine-Verte, Sainte-Croix (Abercrombie), Baie-du-Tombeau, Line Barracks, Pope-Hennessy, La Tour Koenig, Flacq, Quartier-Militaire, Rivière-Sèche, Quatre-Bornes, Rose-Hill, Bambous, Curepipe, Vacoas, Midlands, Rose-Belle, Mahébourg, Rivière-des-Anguilles. À Rodrigues, elle se fera à Port-Mathurin et à La Ferme.
