JLR has undergone a revival since it was bought by India's Tata Motors from Ford Motor in 2008. The company is expanding production outside its UK home base where it has three plants. JLR opened a factory in China last October and plans to begin production in Brazil next year.
The automaker targets global vehicle sales of more than 500,000 this year after delivering 462,678 last year.
JLR had been considering opening a factory in the U.S. South but now favors a European location, reports said in February.
The new factory likely would have an annual capacity of 250,000 units, the Financial Times said, adding that it was not clear which products would be built in the plant.
