Purchase Of 65 Buses : NTC Releases New Clarifications

In less than ten days, it will be the deadline for the submission of proposals in the framework of the call for tenders issued by the National Transport Corporation for the purchase of 65 buses. However, at this stage, the corporation has issued six clarifications. The last date for the past week and for the warranty period.
A potential bidders wanted clarification on paragraph VII (Special conditions of contract ) of the call for tenders. The point at which it looks for the number of kilometers to be covered by these new buses at the end of the period of validity of the two-year warranty .
In the direction of the National Transport Corporation , normally at the end of the warranty period of two years, the bus should have covered a distance of between 160 000 and 180 000 km . However, it is emphasized , with long trips , it may happen that some buses cover up to 240 000 km in two years. It is clear , moreover, that as the maintenance of buses will be by local agents, the warranty for the tires should be at least 30 000 km .
On the other hand , the National Transport Corporation has recently published further clarification , especially about the ' post-qualification Requirements ' . Indeed, after the best offer has been confirmed, the NTC will conduct a verification exercise .
In sub-paragraph 3 ( b) (iii ) of the bid document , mention is made of the ' volume of sales ' bus similar to other buyers in Mauritius on an annual basis for the past five years, there including the addresses of each owner . In addition, subparagraph ( c) - Experience years Technical Capacity - specifies that the contractor must provide documentation to demonstrate that it meets the ' experience requirements . "
The bidder will be required to provide a list identical to those sought by the NTC he provided locally and on an annual basis for the past five years vehicles. The chosen supplier will , in this context , indicate the name and address of the purchaser, the number of buses sold and when , other ' under performance data' , the description and specification of the type of frame the type / model of engine capacity, the "type of bus body ' fuel consumption and the number of passengers the vehicle can carry.
The restructuring of the NTC on track
Discussed for several months now , the restructuring of the National Transport Company (NTC) seems on track . Informed at the transport company sources indicate that the restructuring plan should involve , first, the employees are governed by the Pay Research Bureau (PRB ) .
In the NTC , in fact , employees are governed by two systems. Some (especially those in administrative positions ) are the PRB and the other by the NRB , the same system as the private sector.
With this restructuring , employees subject to PRB could be faced with three options. Either remain at their posts or be transferred to another parastatal body, or go with an offer or compensation. Among the measures included in the restructuring plan of the NTC ( prepared in February ) , include the renewal of the fleet of the corporation with the purchase of 150 new buses . Another measure , the introduction of smart cards in order to " reduce operating costs" of the NTC . A review is also provided at the human resources of the corporation. Under this plan, the NTC would be converted into a State owned company . The government should set up a High -Powered Committee to floor on changes to the restructuring plan .
