STC : Une compagnie pour superviser le débarquement du gaz

La State Trading Corporation (STC) se propose d’avoir recours aux services d’une Cargo Serveying Company pour vérifier la qualité d’installation des bateaux cargo transportant du gaz de pétrole liquéfié dans le port.

Elle aura besoin de ses services pour sa prochaine cargaison de 78 000 tonnes métriques de gaz liquéfié qui sera importée à Maurice pour la période s'étendant du 1er novembre 2020 au 31 octobre 2021.

La compagnie aura pour tâche de mentionner la quantité de propane et de butane à bord de chaque navire qui vient de débarquer sa cargaison dans le port. Elle aura aussi le pouvoir d'enquêter à n'importe quelle heure et n'importe quel jour sur des sujets ayant trait au pétrolier liquéfié. Les termes du contrat ont été établis comme suit : « Reading of Mass Flow Meters situated at the entrance of pipelines of receiving LPG terminal/s prior to and after receipt of LPG both in liquid and vapour phase, Identification and sealing of valves wherever required, Gauge Vessel's tanks before and after discharge of products or if required, during discharge operations so as to ascertain quantity discharged in metric tons, To mention quantity of propane and butane in vessel's tanks prior and after discharge on the survey report if product is to be mixed at manifold, Issue letter of protest on behalf of STC regarding discrepancies on quantities as and when necessary, On completion of discharge, compute quantity remaining on board of vessel, if any, so as to ascertain quantity, issue a Survey Report for each consignment/transfer of LPG. » Le contrat sera de 12 mois.

La STC peut aussi choisir d'étendre le contrat pour encore deux mois. Une clause du respect de bonne gouvernance est aussi attachée au contrat qui sera signé avec ladite compagnie. Celle-ci se lit comme suit : « The STC commits itself to take all measures necessary to prevent corruption and ensures that none of its staff, personally or through his/her close relatives or through a third party, will in connection with the bid for, or the execution of a contract, demand, take a promise for or accept, for him/herself or third person, any material or immaterial benefit which he/she is not legally entitled to. »
